Storm Surge is primarily a Blind ability that Harbor must equip before casting. On cast, he will launch a projectile that activates on contact with horizontal terrain.
Upon impact, a zone will form around the impact point and after a brief delay, it will Nearsight and briefly Slow agents within the radius.
